What does "change in responsibility" mean; T-mobile uses this term?

I left my son-in-law's business plan with t-mobile (change in responsibility) before his business folded. I continued to pay my portion online. T-mobile will not release my phone number because of my son-in-law' s outstanding balance. Because of my bad credit; t-mobile's options I am unable to have unlimited in/out calls, internet, and text. I have the blackberry pearl flip phone. What can I do with no plan to utilize a very nice phone?
What does %26quot;change in responsibility%26quot; mean; T-mobile uses this term?
Change in responsiblity for Phone Cantracts usually mean a change of the account holder. For instance, when I was younger, I had bad credit. So in order for them to give me a phone I had to put a $300 deposit. So I had my dad open an account for me. After a while, I was responsible enough that I wanted the contract under my own name. I had to do a %26quot;change in responsibility%26quot; in order to have my own account.

Usually both parties have to be there to perform a change in responsibility. Hope that helps.
