Are There Any Small Towns In Southern States Such As?

Arkansas, Kentucky, Tennessee, the Appalachians, etc., that still do not use computer systems or have access to internet services for there government business such as drivers license, social security, birth certificates, name changes, divorces, etc.? Thanks for your help!

Since computers have gotten so inexpensive I don't think there are many places in the US that don't use them at all. Maybe in places where most of the people are Amish.
